Authorities
The constitutional bodies that administer the Principality of Kaharagia.
Kaharagia operates through several key authorities, each with distinct responsibilities.
Royal Court
The Royal Court comprises the offices and households that support His Royal Highness The Prince in the exercise of constitutional duties, ceremonial functions, and the administration of royal affairs.
Council of State
The Council of State is the principal advisory body to the Sovereign. Composed of Councillors of State, it provides counsel on legislation, policy, and the public interest. The Sovereign presides over the Council, with a President elected from among its members to chair meetings in his name.
Secretariat of State
The Secretariat of State is the principal executive organ of government, responsible for the administration of national affairs. It is organised into three Sections:
- Section I (Governance): Domestic governance, nationality, the legal framework, and state ceremonies
- Section II (Foreign Affairs): Diplomatic relations, consular services, and international cooperation
- Section III (Development): Cultural affairs, digital government, education, and innovation
Royal Chancellery
The Royal Chancellery is the administrative support system of the Sovereign, the Royal Family, and the Royal Household, and the custodian of the official record of state instruments. Established by the Sovereign Decree of 1 August 2023, it sits under the Crown directly — institutionally distinct from the Secretariat of State — and reports directly to the Sovereign.
The Chancellery is headed by the Secretary of the Royal Chancellery, who is also Keeper of the Great Seal of Kaharagia, assisted by the Clerk of the Royal Chancellery.
Its responsibilities, set out in Article III of the establishing decree, are:
- Oversight of the form, presentation, and standardisation of Royal Decrees, Directives, Laws, and Letters Patent issued in the name of the Sovereign or under the Great Seal
- Maintenance and preservation of the Royal Kaharagian Gazette as the Official Journal of the Principality, in printed and digital form
- Administration of KahaLex as the authorised legal database and repository of all laws, decrees, and instruments of state
- Custody of the Great Seal and of all authenticated copies of state instruments
- Such additional duties as may be directed by the Sovereign
Honours Chancellery
The Honours Chancellery administers the national honours system, including the conferral of orders, decorations, and medals.
Institute of Heraldry
The Institute of Heraldry is the official heraldic authority, responsible for the regulation, registration, and granting of coats of arms, flags, and other heraldic devices.
